(WASHINGTON, DC) – The District of Columbia remains committed to maintaining a fair, modern, and responsive regulatory landscape for architects, engineers, and land surveyors, ensuring protections for both licensed professionals and the consumers they serve.
On March 31, 2026, the Council of the District of Columbia passed Bill 26-173, the Architect and Engineer Good Samaritan Amendment Act of 2025. Following completion of its Congressional Review, the legislation became law on September 5, 2026.
This new law establishes a limited civil liability framework for architects, engineers, and land surveyors who render assistance in good faith and without compensation in the following scenarios:
- At the scene of, or in connection with, a life-threatening emergency
- During a declared public emergency, or within 90 days following its conclusion
- At the direction or approval of a federal or District official
The intent of this legislation is to encourage licensed professionals to use their expertise during building collapses or other life-threatening events without fear of civil liability, ultimately strengthening public safety and emergency responsiveness across the District.
